Panty line was down around the knee, and virtually impossible to detect, thanks to the hoop skirt.

The underwear during this period was commonly refered to as " Bloomers. "

Bloomers= Though originally an outergarment, it later referred to an undergarment worn by women made of silk, cotton or wool, fitting tightly at the knee and waist.

Braies= Scottish men wore these under their kilts, much like a bloomer made of linen or wool, braies fit loosely and reached to the mid-calf.

So while visible bloomer line was not that exciting, visible whale bone line was enough to make a man blush for a week. Corset edges were also a lucky experience for anyone who could catch a glimpse.
